Silver Owl Weekly — Where control actually lives
The last week of September put agent boundaries beside new capabilities. OpenAI released GPT-6.1 Sol, added hosted-browser computer use to the Agents API and proposed safety cases for frontier training. Arm discussed infrastructure controls outside the agent’s execution environment; Delinea’s survey announcement raised questions about the distance between policy and enforcement. RLX research offered another angle on making runtime behavior explicit. Our analyses ask which component can prove a claim, who authorizes an action and what evidence should stop the work.

Silver Owl Weekly — Choice needs proof
This week brought new model options, a chip-design partnership and a practical account of using an agent to optimize robotics software. OpenAI announced GPT-6 Sol and Luna; Arm joined EuroCDP; NVIDIA followed the data across a ROS 2 boundary. Our selection also includes research on GPU portability and C-to-Rust translation. The common question is whether more choice produces a better finished system. We examine the technical details that a buying decision or a successful demo can miss.

Show us the conditions
Looking back at September 12–18: Arm published sustainability reporting; OpenAI announced a misalignment-disclosure framework; Anthropic proposed lab-development metrics, launched conditional life-science access and announced embedded evaluation with Accenture. The common thread is visibility: what gets measured, who can inspect it and which conclusions the evidence actually supports.

What sits around the model
Looking back at September 5–11: Arm announced compute and developer resources, OpenAI reported a major mathematical result and expanded public-sector access, and Anthropic published selected misuse cases. These were announcements and provider reports, not independent demonstrations of business value. Our technical readings follow the software around the chip, the permissions around the assistant and the artifact behind the research claim.
